Government Web Development
Accessible, secure, standards-compliant websites for agencies, municipalities, and public programs.
We build and maintain digital platforms for federal, state, and local government, with Section 508 and WCAG 2.1 AA accessibility, role-based security, and content workflows non-technical staff can actually run. We hold GSA MAS contract 47QRAA24D0037, so agencies can contract us directly at pre-negotiated rates.
Government work we do
We build to WCAG 2.1 AA and Section 508 from the first wireframe, because retrofitting compliance at the end costs more and works less well. Everything we build for you, both code and design, is yours. You paid for it, you own it.
Public-sector projects also carry procurement rules, long time horizons, and teams who need to run the site without calling a developer for every change. We hold a GSA MAS contract and have worked with federal, state, county, and municipal clients, so none of that is new ground.
Accessible, Secure & Compliant
Public websites have to work for everyone and hold up to scrutiny. We build to WCAG 2.1 AA and Section 508 from the first wireframe rather than remediating at the end, with role-based permissions, encryption, secure hosting and a disciplined update cadence, on open-source platforms with no licensing fees.
- WCAG 2.1 AA
- Section 508
- Audits & Remediation
- Role-Based Access
- Secure Hosting
- Intranet & Public
Simple Procurement
We hold a GSA Multiple Award Schedule contract, so federal, state and local agencies can buy our development, maintenance and design work at pre-negotiated rates without running a separate procurement.

- Pre-Negotiated Rates
- Fast Contracting
Maintenance & Support
Launch is the start of a public site's life, not the end of it. Platform and module updates, security advisories, and performance work all keep arriving, and they need someone paying attention. We offer retainer and as-needed plans, and we support sites whether or not we built them. Every plan includes dedicated hours beyond the update work, so you can spend them on whatever matters most that month.
- Core, module and plugin security updates
- Accessibility audits and Section 508 remediation
- Security monitoring and patching
- Performance tuning and Core Web Vitals
- Automated backups and tested recovery
- Content, alerts and document workflows
- Bug fixes and technical support
- Feature development and enhancements

Why agencies work with us
Public-sector work has constraints most commercial projects do not: accessibility that has to survive audit, security that has to survive scrutiny, procurement rules, and a service that has to still be maintainable several administrations from now.
We work with what you already run
We do a great deal of work in Drupal and WordPress, and build on modern frameworks where those fit better. If you already have a platform, we will work in it rather than argue for a rebuild. If you are choosing, we will tell you honestly which one suits the requirement and why.
Accessibility is not optional
Public institutions are held to Section 508 and WCAG, and complaints carry real consequences. We build to WCAG 2.1 AA from the start, and audit and remediate existing sites that fall short.
Built to be handed over
Every piece of code and design is yours, documented and structured so your own team or a future vendor can pick it up. No proprietary layer, no licensing, and nothing that makes leaving us expensive.
A U.S.-based team you can reach
Our whole team works from the Denver area, and our project managers are developers. Questions go straight to the people writing your code, with no offshore handoffs or ticket queues in between.
Contracting through GSA
The GSA Multiple Award Schedule lets federal, state, and local agencies buy directly from pre-approved vendors at pre-negotiated rates. Because we hold a MAS contract, you can contract us without running a separate competitive procurement.
That covers development, maintenance, improvements, bug fixes, compliance and security work, design, and digital marketing. If you are not sure whether your requirement fits the schedule, ask us and we will tell you straight.
- Full code and asset ownership: you paid for it, you own it
- The developer doing your work is the one managing it, so there is no account layer to go through or pay for
- Support whether or not we built the site originally
- A U.S.-based team in Denver, with no offshore handoffs
- Covers
- Web development, maintenance, optimization, compliance and security work, design, and marketing

Questions agencies ask us
Are you a GSA contract holder?
Yes. Rehab Creative holds GSA Multiple Award Schedule contract 47QRAA24D0037, awarded in 2024. Federal, state and local agencies can buy our web development, maintenance, design and marketing work through it at pre-negotiated rates.
What does the GSA MAS Schedule actually do for an agency?
It removes a procurement step. Because we are a pre-approved vendor with pre-negotiated rates, an agency can contract us directly rather than running a separate competitive process, which usually saves weeks and a good deal of paperwork.
Do you meet Section 508 and WCAG accessibility requirements?
Yes. We build to WCAG 2.1 AA and Section 508, and we treat accessibility as part of design and development rather than as a final audit. We also take on remediation work for existing sites that do not currently meet those standards.
Which government clients have you worked with?
Our public-sector work includes the USDA, the New Mexico Tourism Department, Cochise County in Arizona, and the Colorado cities of Fort Collins, Colorado Springs and Cripple Creek.
Which platform do you build government sites on?
Whichever fits the agency. We do a great deal of work in Drupal, which suits sites with granular role-based permissions and complex content, and in WordPress, which suits teams who want a familiar editing experience. We also build on modern frameworks such as Astro and Payload. If you already run something, we will work in it rather than push a rebuild, and if you are deciding, we will give you a straight recommendation.
Can you maintain a government site you did not build?
Yes. We review the existing codebase, hosting and configuration first, then take over updates, security patching, accessibility fixes and ongoing development without insisting on a rebuild.
Are you based in the United States?
Yes. Our whole team works from the Denver area in Colorado. There are no offshore handoffs or ticket queues, and you work directly with the developers writing your code.
How do you work with our team?
However suits you. We work in whatever your team already uses, whether that is Slack, Teams, email, or a project tool like Monday, Wrike, Teamwork or Asana. For some clients we are effectively the web team: their editors and staff come to us directly with requests rather than routing everything through one point of contact, and we take in, prioritize and run that work ourselves. For others a single contact is simpler. Either way the developer doing your work is the one managing it, so there is no account layer between you and the person writing your code, and none to pay for. We fit how you already work rather than asking you to adopt our process.
